Can anyone tell me;  What purpose does the Powdered Cellulose provide?

Fiber....Powdered cellulose is in bread sometimes too.  Wood fiber.  It's a filler.

Why does the package say blue wilderness and it's advertised as blue buffalo wilderness?  is this a different manufacturer??

Same manufacturer. Blue Buffalo is the parent company name that supply the Blue* line of pet foods. Blue "Wilderness" is just the line of cat foods.
